Quick answer
Lower Heights is my strongest overall Inner Loop value choice because it combines central access, newer apartments, social life, and relatively moderate pricing. Greater Heights can sometimes cost less and offers substantial new inventory, but it may require more driving and a longer Downtown commute. EaDo is another strong value area for newer apartments near Downtown, though exact-block evaluation matters. Midtown may appear inexpensive, but lower pricing does not necessarily compensate for its weaker current lifestyle fit and block-level concerns.
